No. You sign in with Discord. Steam only shows up later if you optionally link your Rust+ token for pairing servers.

We pair through the official Facepunch Rust+ app via a browser extension. It's the same token the game uses — we never ask for your password.

Yes. Every player on your server can sign in with their own Discord and pair their own token. Alarms and tracked players are personal to each account.
